Top clash: Cops to get chain, bolt cutters to break G20 demonstrations

NEW DELHI: Chain and bolt cutters are what Delhi Police need for the G20 Summit to tackle some unusual ways of protest that agitators may
use to stay rooted at a spot.The move to get the cutters comes in the wake of intelligence that demonstrators, mainly Tibetans, may try to
hold a protest against Chinese President Xi Jinpingduring the summit, sources said.There is also an input of miscreants planning to
targetBangladeshi Prime Minister Sheikh Hasina in her hotel.In the west, agitators often chain or even attach themselves to immovable
objects at protest sites
This makes it difficult for security personnel to physically remove them
At times, protestors use carabiners tied to their wrists to stop being unlocked from outside.Protestors also use what is called the
"sleeping dragon manoeuvre"
They handcuff themselves together through a PVC pipe, which prevents police from using bolt cutters to break the cuffs
"Variations include covering the PVC pipe with chicken wire, tar, and duct tape which might make it more difficult to break the cuffs
Another variation is filling a barrel with concrete and putting the PVC pipe through the barrel such that it cannot be accessed without
first destroying all the concrete," an officer said.Police have been shown videos of how protestors behaved in past summits, sources said
Two senior officers privy to the developments said they had studied the patterns in protests in Hong Kong and one in Osaka in 2019 and then
decided on their plan of action.Police will also deploy what are called "moving store houses" in the form of trucks named "Vikrant"
These trucks will have anti-riot equipment such as tear gas shells, batons and gear for at least 100 policemen
The trucks will be placed at least in six locations around venues and along the routes of the summit
Police have been asked to keep blankets ready to stop any immolation bid by agitators in central Delhi.The Vikrant has been constructed as a
box pattern to easily reach the place where it is required without being vandalised
The anti-riot arrangements will not be in place around the meeting venues and hotels but at the Chinese embassy and a few other
establishments, sources said.The cops have divided the areas near venues and routes into 11 zones that will be headed by an additional DCP
rank officer
