abolishing direct mayoral elections in Ulan-Ude.Both Governor Tsydenov and Ulan-Ude Mayor Igor Shutenkov are members of United
Russia.Following the move, direct mayoral elections now remain in only four Russian regional capitals, as well as the federal cities of
