Six Chinese nationals, who were arrested on charge of countrylargest bank heist of August 31 by hacking cash machines, were sent to judicial custody until adjudication of the case by Patan High Court today.

Those who were sent to judicial custody were Lin Jianmeng, 39, Luo Jialei, 40, Zhu Lianggang, 32, Qui Yunging, 30, and Chen Bin, 35 & all Chinese nationals and a French national of Chinese origin Xu Luc Li, 36.

The court sent the accused to judicial custody as prima facie evidence such as confiscated ATM cards, stolen money, CCTV footage captured during the heist, report of digital forensic lab, statement of the accused went against them. The court order passed by commercial bench comprising judges Ram Prasad Oli and Kiran Poudel of Patan High Court read, &As per the prima-facie evidence, it cannot be ruled out that the defendants were not involved in the offence.&

A Nepali national Devnath Lamichhane of Dexo Money Changer was released on bail of three million rupees while two other Nepali nationals Roshan Pradhan Shrestha, operator of Nepalaya Money Changer, and Rewati Dawadi, manager of Nepalaya Money Changer, were released on bail of Rs 2.6 million, each. Police had confiscated Rs 2.99 million from the three Nepali accused.

The government had filed two criminal cases against these three Nepali nationals. They faced charges of acting as accomplices and illegally exchanging foreign currency for the hackers. Although the three accused were released on bail, the court sent them to police custody in the case filed against them under the Foreign Exchange (regularisation) Act, as demanded by police.

The charge-sheet was filed against 12 persons in the case, but remaining three accused, two Chinese and one Nepali, have been absconding. The court asked the government to issue summons to the absconding accused.

A group of eight Chinese nationals in two separate groups had entered the country on August 30 with the sole aim of robbing banks. The biggest cyber heist in Nepalbanking sector was noticed by a Nabil Bank staff on August 31 when ATM machines, which were filled with cash a day before, ran out of cash the next day. The hackers had used Prabhu Bankdebit card at NabilATM machine to withdraw the cash.

Acting on information provided by bank staffers, police first held Zhu from Durbar Marg-based ATM kiosk of Nabil Bank at around 4:30pm, which led to arrest of four others from Maya Manor Boutique Hotel at Hattisar, later the same day.

Police had recovered NRs 12.63 million, $9,108, Chinese RMB 1,191, Euro 250 and Hong Kong dollars 80 from the five Chinese hackers.

Xu, a French passport holder, who had managed to escape when the police raided Maya Manor Boutique Hotel, was arrested from the airport while trying to flee to Malaysia on the night of September 1.

A task force formed by Nepal Rastra Bank to probe the bank heist, had on September 4, reported that amount worth Rs 35.8 million was stolen from ATM machines of different banks in Nepal and India.

The hackers allegedly infiltrated malware into Nepal Electronic Payment System, a shared card switching system of 17 banks, to steal the cash from the ATM machines.

Three held with illegal arms in Kathmandu

KATHMANDU: As many as three persons have been arrested for their alleged involvement in smuggling arms and ammunition to Kathmandu of late, the Metropolitan Crime Division (MCD) said, on Thursday.

Acting on a tip-off, a sleuth deployed from the MCD arrested Devendra Bhandari, 35, and Manoj Basnet, 47, both hailing from Balkhu in KMC-14 and Suman Khadka, 50, of Chobar in Kirtipur Municipality-6, from Balkhu area this afternoon, MCD said in the statement.

Police intercepted a jeep (Ba 17 Cha 8364) carrying all three alleged arms smugglers and subsequently apprehended them, today.

After a preliminary investigation, police raided Suman Khadkahouse in Kiritpur and recovered a US-made pistol, itmagazine and four rounds of live bullets hidden under bricks inside the compound.

Meanwhile, an investigation is underway.

The Government of Switzerland has agreed to provide technical grant assistance of CHF 19.4 million (approximately Rs 2.1 billion) to the Government of Nepal for two programmes.

Of the total amount, CHF 9.4 million will be spent on implementation of Trail Bridge Sector Wide Approach Framework III, and CHF 10 million on implementation of Provincial and Local Governance Support Programme, according to a statement issued by the Embassy of Switzerland in Kathmandu.

More than 8,000 trail bridges have been built in Nepal through the Swiss technical support and funding support. As a result, over 18 million people have been benefited.

On an average, more than 1.4 million people use trail bridges every day. Student attendance at schools has increased by 16 per cent, and the number of people visiting health centres has increased by 26 per cent on an average after the construction of trail bridges, the embassy stated.

It is estimated that Nepal still needs additional 2,400 bridges to facilitate isolated rural people in to access services and to avoid a detour of more than an hour.

The trail bridge programme will assist the Government of Nepal to implement the Sector Wide Approach Framework III. The programme also sets precedence for implementation of the Federal Constitution of Nepal, whereby most of the implementation will be championed by local levels.

The Government of Nepal is teaming up with local businesses to curb malnutrition, which has been affecting 50 per cent of the countrychildren.

A Business-Nutrition Engagement Breakfast, jointly organised by the National Planning Commission of Nepal and the World Food Programme today brought together leading businesses on the sidelines of the ongoing Scaling Up Nutrition Global Gathering in Kathmandu.

&Today, over 85 stakeholders, including 12 Nepali companies are coming together to hear how the private sector in other countries is rallying to the call for zero hunger,& a WFP statement quoted NPC member Usha Jha as saying during the event.

&Through this initiative, we have taken the first concrete step to improve health and nutrition in our country.&

For the first time in the country, businesses are being mobilised to support the common goal of eliminating all forms of malnutrition including under-nutrition, micronutrient deficiencies, overweight and obesity, as well as diet-related non-communicable diseases, through a single platform.

According to the WFP statement, another NPC member Dil Bahadur Gurung expressed Nepalcommitment to reducing stunting in children by 40 per cent and anaemia in mothers by 50 per cent by 2025. &We are committed to working together with businesses to enable access to affordable and appropriate nutritious diet for mothers, children and other vulnerable groups,& he said. Strong engagement from the private sector is essential to help the country meet its commitments.

In the past, power of the private sector in raising awareness and creating common ground had not been harnessed effectively for the benefit of health and nutrition status of Nepalese children and their families, read the WFP statement.

&No single business, no government and no UN entity can act alone to achieve the goal of ending hunger and global malnutrition,& said Pippa Bradford, country director for WFP in Nepal. &Working together, we have the ability to establish powerful partnership in the new federal Nepal where no one goes hungry,& he said.

Globally, SUN Business Network, co-hosted by WFP and the Global Alliance for Improved Nutrition, harnesses business expertise and applies its strengths and comparative advantages to improve nutrition status of the member countries.
