KATHMANDU: Prime Minister KP Sharma Oli has expressed profound grief and sorrow over the demise of central member of erstwhile CPN-UML, Kamala Subedi.
PM Oli on his personal Twitter account, expressed sorrow on the demise of the communist leader.
&It is very sad to hear that Kamala Subedi, a member of the Constituent Assembly and a central member of the then CPN (UML), died and I extend my deepest condolences to the bereaved family by paying tribute to the deceased Subedi, &PM tweeted.

Nepali government officials, private sector stakeholders and civil society representatives& meeting in Kathmandu today acknowledged that ethical recruitment practices could play key role in protecting the rights of migrants and reducing the risk of people becoming victims of forced labour or modern slavery.
Stakeholders taking part in a national level consultation organised by the International Organisation for Migration recognised that migrant workers were particularly vulnerable to exploitation at recruitment and deployment phases of the migration cycle, when unscrupulous recruitment agencies and unauthorised agents can charge excess fees, provide misleading information about jobs, and retain workers& identity documents.
&There is now a growing recognition of ethical recruitment being a vital part of robust migration governance. IOM is working collaboratively with the private sector, civil society, governments and the international community to make recruitment a fairer process for workers, recruiters and employers,& said IOM Nepal Chief of Mission Lorena Lando.
&Migrant workers fill critical labour shortages. Employers and the governments of countries sending or receiving labourers should therefore share responsibility for their protection throughout the migration cycle,& she added. IOM advocates for ethical labour recruitment practices through initiatives such as the International Recruitment Integrity System and Corporate Responsibility in Eliminating Slavery and Trafficking.
Umesh Dhungana, joint secretary, at the Ministry of Labour, Employment and Social Security said migration is rarely ‘a choice& for Nepali migrants, due to lack of employment opportunities at home. The government is therefore committed to working with civil society, the private sector and the international community to promote ethical recruitment, he noted. &Nepal is in the process of revising bilateral agreements with destination countries to implement the ‘employers& pay& principle and minimise the burden on migrant workers,& he added.
Labour migration for employment overseas plays a vital role in socio-economic development and poverty reduction in Nepal. On an average 800 Nepalis leave the country through formal channels to work abroad every day, according to government statistics.

Write comment (90 Comments)KATHMANDU: Metropolitan Police Office has made special security arrangements to prevent any untoward incident in Kathmandu valley during Tihar festival.
According to MPO, over 6,500 police personnel, both in uniform and civvies, will be deployed. Similarly, police have stepped up security to ensure that illegal and dangerous fireworks are not used in the valley.
Security personnel have been keeping vigil on the outskirts of the valley, mainly at major entry points, to curb illegal import of explosive materials and firecrackers in the run-up to the Tihar festival.
All vehicles passing through entry points are subject to security check. Firecrackers are extensively used during Tihar.
Meanwhile, police arrested two persons with a huge cache of firecrackers from different places of Kathmandu on Thursday. Police officials said Alish Karki, 28, of Kathmandu was held in possession of firecrackers worth around Rs 50,000 during security checking in Putalisadak. Similarly, Khemraj Regmi, 42, of Jhapa was arrested with 75 packets of various firecrackers from Ghattekulo.

Even though Parliament Secretariat staffer Roshani Shahi retracted her accusation of attempt to rape against former speaker Krishna Bahadur Mahara, Kathmandu Police submitted its investigation report to Kathmandu District AttorneyOffice, concluding that Mahara attempted to rape her.

A source at Kathmandu Metropolitan Police Range told THT that police had submitted enough evidence to corroborate the attempt to rape accusation made in the first information report.
The source further said that the evidence police gathered in the case, countered Shahiretraction. &We have submitted enough evidence to prove attempt to rape case against Mahara,& the source said.
Shahi lodged an FIR accusing Mahara of attempting to rape her but later filed an application at Kathmandu District Court retracting her statement. This was the second time she retracted her statement. A day after www.hamrakura.com reported that Shahi had accused Mahara of raping her, she retracted her statement saying the report was false and Mahara was innocent. A few days after her retraction, she filed an FIR accusing Mahara of attempt to rape.
Retraction of the victimstatement won&t make any difference if police find enough evidence to file a case against the accused.
The police source said although Mahara denied going to the victimhouse on September 29 when the alleged incident took place, CCTV footage and other evidences corroborated the claims in the FIR.
&CCTV footage shows Mahara had gone to the victimhouse on the night of the incident,& the source added.
&We have taken permission from KDC to carry out MaharaDNA test and if necessary we will do so,& the source said.
Police said they had collected a broken piece of Maharaspectacles. Shahi had first said Mahara had beaten her when she resisted him.
Joint Attorney at Kathmandu District AttorneyOffice Chandra Kanta Khanal said the police investigation report was being studied and his office would decide whether or not to file a charge sheet against Mahara. District Attorney offices can decide not to file charge sheet if they do not find evidence corroborating the FIR. Khanal said if his office decided to file a case against Mahara, it would file a charge sheet against him on October 31 when the courts open after Tihar festival.
If convicted, Mahara could face jail term and some additional punishment as he was the speaker at the time of the alleged incident and the accuser a parliamentary staffer.

Write comment (99 Comments)KATHMANDU: Rapper Samir Ghising ‘VTEN&, who was arrested on Thursday for use of ‘anti-social language& in a recent composition, has been released on general date today.
According to the Jawlakhel Metropolitan Police Range, Ghising was released from the range late on Friday evening. He was received by his father.
A team from Metropolitan Crime Division, Teku, had arrested him from Jhamsikhel on Thursday afternoon and later handed him over to the Jawlakhel range. There was no complaint filed against Ghising.
Superintendent of Police (SSP) Sahakul Thapa of MCD told THT Online on Thursday that Ghising was rounded up for the use of obscene lyrics in his popular composition &Hami yestai ta ho ni bro&. SSP Thapa added that the language in the song was so profane that it could not be listened to among family members.
Additionally, the rapper was accused of posting a photo donning a police uniform, smoking marijuana.
He was arrested on the grounds of spreading a negative social message and portraying a police officer in a derogatory manner, according to the police.
Jawlakhel Police Range refused to comment on our query about further action in this case.
Meanwhile, Rajiv Kaphle, an activist, shared a video of the rapperrelease on Twitter.
