- The candidates, who pass general exams, shall only be eligible for subjective exams
Kathmandu, October 18
The government has revised examination system for filling vacant posts of teachers at community schools.
According to the tenth amendment of the Teachers Service Commission Rules-2000, recently published in Nepal Gazette, the commission shall conduct written and practical examinations. The written examinations have been segmented into two parts — general and subjective, with full marks 100, each. Full marks for practical test are 25. Interview carries full marks of 25.
As per the rule 18, pass marks of general and subjective tests shall be 50 and 40, respectively, whereas pass marks for practical tests is 10. &Only the candidates, who make through the general examinations, shall be eligible to appear for subjective examinations,& it reads.
Results of successful candidates shall be published on the basis of total marks obtained after addition of at least 50 marks of general examinations and 40 marks of subjective tests. From amongst the candidates getting through general and subjective examinations, names of persons securing higher marks shall be published for interviews in alphabetical order.
The rules state that even if the number of candidates securing pass marks is less than the required positions, only the name of candidates having passed shall be published for interviews. &In order to conduct interviews of candidates, the commission shall form a board of interviewers of at least three members, along with an expert in the concerned sector,& the rules state.
The commission shall publish names based on the order of seniority of the candidates who passed all examinations after adding marks secured in interviews. It shall also recommend the names for appointment. If candidates recommended do not accept the letter of appointment within 30 days of the date of publication of notice, the Education Development and Coordination Unit may appoint alternative candidates from the waiting lists.

Kathmandu, October 18
The Election Commission has published the schedule of by-elections to be held on November 30 to fill the 52 posts of peoplerepresentatives at local, provincial and central level.
According to the Election Commission, the by-elections will be conducted for one member of the House of Representatives, three provincial assembly members and 48 chiefs, deputy chiefs and ward chairs of local levels.
As per the by-elections schedule, the aspiring candidates will have to file their nominations on November 7 for the elections of a HoR member in Kaski Constituency-2 and provincial assembly members in Bhaktapur Constituency-1, Baglung Constituency-2 and Dang Constituency-3.
The EC will publish the list of nominations on the same day.
On November 8, complaints, if any, may be lodged against the nominations. The final list of candidates fielded in the by-elections will be published on November 10.
Nominations of candidates for by-elections of local levels will be held on November 13. The EC said it would publish the final list of candidates on November 16, after fulfilling necessary criteria and procedures.
As many as 52 posts of office bearers had fallen vacant due to death, promotion, resignation and imprisonment of the elected representatives.
Over 20,000 new voters will have a chance to participate in the by-elections. According to the EC, it will print voter identity cards for new voters, but those voters, who had voted in the last elections, will be required to use their old voter identity cards.
Information Officer of the Election Commission Surya Prasad Aryal said that the process of setting up of election offices would start within the next two weeks in the 37 districts where by-elections will be held.

Nepali Congress President Sher Bahadur Deuba today said NC should work responsibly to win hearts of people so that the party could win elections in the future.

Speaking at the inaugural ceremony of a training programme organised by NC Central Policy, Research and Training Academy for elected party members in local governments today, Deuba said the citizens were the ultimate masters.
&We need to win the hearts of the people with our good work. If we fail to win their hearts now, it will be difficult for us to win future elections. We need to show that we are exemplary. This is why the elected representatives at local levels should work better,& he said.
&Citizens are frustrated with the incumbent government as it has become more autocratic and has been trying to control bureaucracy and judiciary. We, therefore, need to act. If necessary we will come up with a protest,& he added.
NC leaders, addressing the event, expressed that there should be proper co-ordination, transparency and accountability among party cadres and elected representatives to win big in the elections of the future.
&We need to show to the public that if the NC wins it will do better. This is why the elected representatives should work responsibly,& said senior NC leader Ramchandra Paudel.
There should be proper co-ordination among party members, the co-ordination committees and elected representatives, said another leader Krishna Prasad Sitaula.
The Nepali Congress has organised a two-day training programme for its elected members to hold discussions, hear about the challenges the elected members have been facing and to come up with strategic plans to win the future elections.
&We want to act as a good opposition party. We need to give importance to agriculture and help youths in the country,& said NC General Secretary Shashanka Koirala.
&As the country has embarked on a three-tier government system, local levels are very important. If we can do good this time then it will help us achieve success in the coming days. It is time to review the mistakes made in the past and prepare for elections in the future,& added Sitaula.
