The Commission for the Investigation of Abuse of Authority today issued a notice in Gorkhapatra daily, summoning 58 individuals to record their statements in Lalita Niwas land grab case.
The CIAA started its investigation into the case after a probe team led by former government secretary Sharada Prasad Trital submitted its report to the government in December, claiming that some individuals had illegally grabbed 299 ropani land in Baluwatar.
The CIAA had, on June 26, summoned 86 individuals to record their statements in the Lalita Niwas land grab case.
The anti-corruption body has ordered 58 more individuals, through its recent notice, to appear before it to record their statements within the next seven days.
Some political leaders and businesspersons were also found involvedin the scam. The CIAA has proceeded with its investigation into the case.
Most of the persons summoned by the anti-graft body were residents of Kathmandu. The CIAA launched an investigation into Baluwatar land grab case after a probe committee led by Trital found that ‘land mafia& in collusion with officials of Land Revenue Office, Dillibazar, had transferred ownership of the government land plots in Baluwatar to private citizens between 1991 and 2017.

The CIAA, in a public notice today, has listed the names of 58 persons allegedly involved in the land grab case that aroused controversy in the recent past.
The anti-corruption body has ordered them to appear at its office and give their statements within the next seven days.
As many as 86 individuals were indicted in connection with the Baluwatar land grab case, on June 26. Various political leaders and businesspersons were found involved in the scam.
Meanwhile, the CIAA has proceeded with the investigation into the case.

Write comment (97 Comments)KATHMANDU:An aircraft of Sita Air had a narrow escape today from an accident while landing at Tribhuvan International Airport (TIA) in Kathmandu.
According to Ghanshyam Acharya, Director-General at Sita Air, the aeroplane 9N-AJH which took off from Lukla experienced a technical glitch resulting in the precautionary shutdown of its right engine.
The aircraft landed safely at TIA at 8:51 am.

It has been reported that there were no passengers aboard. The aircraft carrying crew members landed unharmed.

Nepal has been felicitated by the World Health Organisation for becoming one of the first four countries from the South-East Asia Region to control Hepatitis B.
Ministers of health of six member countries of WHO South-East Asia Region were today felicitated in New Delhi for public health achievements in recent months such as measles elimination, hepatitis B control, and elimination of mother-to-child transmission of HIV and Syphilis.
Sri Lanka was recognised for eliminating measles; Bangladesh, Bhutan, Nepal and Thailand for becoming the first four countries from the region to control Hepatitis B, and Maldives for eliminating mother-to-child transmission of HIV and Syphilis.
The citations for Hepatitis B control were presented to NepalDeputy Prime Minister and Health Minister Upendra Yadav, BhutanMinister of Health Dechen Wangmo, ThailandDeputy Minister of Public Health Sathit Pitutecha, and Additional Secretary, Health Services Division, Bangladesh, Md Saidur Rahman.
Minister of Health of Maldives Abdulla Ameen was presented a citation for eliminating motherto-child transmission of HIV and Syphilis. Maldives is the second country in the region to have achieved this feat after Thailand.
Minister of Health, Nutrition and Indigenous Medicine, Sri Lanka, Rajitha Senaratne, was presented the citation for measles elimination.
Presenting citations to the ministers for their public health achievements at a side event during the 72nd session of WHO Regional Committee of South-East Asia, Regional Director Poonam Khetrapal Singh said, &Disease eliminations have always been high on our agenda. When I talk about sustain, accelerate and innovate, ‘accelerate& is to step up efforts to eliminate diseases like the neglected tropical diseases.&
This is the fourth consecutive year that the public health achievements awards were presented to member countries.

The federal government has drafted the Environment and Natural Resources Protection Bill-2019 for all local levels across the country.
The bill, which will come into effect after itapproved by the concerned village/ municipal assembly, aims to protect fundamental rights of each citizen to live in a clean and healthy environment, ensure proper use and sustainable management of natural resources and maintain balance between environment and development.
It makes the municipality/rural municipality responsible for protecting the environment of its territory, while requiring each citizen to contribute to build an environment-friendly society.
As per the bill, a local level, in coordination with the federal government and the concerned provincial government, may designate any specific area as an open or green space for environment protection before commencing any development work. In addition, the local level can declare any area as an environmentally sensitive zone if pollution, land erosion and excessive exploitation of natural resources is likely to have negative impact on public health and environment, according to the bill.
The bill empowers all local levels to prepare an adaptation plan to mitigate potential impacts of climate change by giving special priority to women, persons with disabilities, children, senior citizens and economically disadvantaged communities vulnerable to the effects of climate change.
&Similarly, the local levels may conduct necessary programmes to reduce greenhouse gas emission in accordance with the existing law,& it reads.
The bill prohibits any person or organisation from polluting the environment by violating the existing standards in a manner to cause adverse impacts on public life and public health.
No motor vehicle, industrial enterprise, hotels or restaurants shall emit sound, heath, radioactive radiation, wave or waste or wastewater in excess of the limits set by the existing standards.
In such cases, the concerned local level shall initiate necessary action against polluters. As per the bill, the local levels are obliged to protect and maintain records of minerals, biodiversity, forests, forest products and wildlife and wetlands of their areas. Any person or organisation found guilty of committing an offence prohibited by this bill may be liable to a fine ranging from Rs 30,000 to Rs 50,000.
The local levels will prescribe any laboratory established by the federal or provincial government for testing the samples of waste or pollution. Likewise, the local levels may appoint an environment inspector for inspection and monitoring of public places, hospitals, industrial enterprises, hotels or restaurants, and recommend action against polluters to the concerned local level.
However, the responsibility of managing or disposing harmful, hazardous, chemical and industrial waste shall lie with the concerned person or organisation.
Similarly, the executive of the concerned local level may order persons or organisations to segregate biodegradable and non-biodegradable waste at the source for their safe disposal.
The bill also makes the concerned local level responsible for collection and dispose of waste. The bill prohibits any domestic or foreign organisation from carrying out waste management without obtaining permission from the local level.
&The local level may award the contract for waste management to private and community sector through open competition,& it says.
The bill also authorises the local level to levy fee on persons and organisations for waste management.
