Police arrested Maila Lama, Kathmandu bureau incharge of the banned Netra Bikram Chand-led Communist Party of Nepal, from a house at Kandaghari last midnight.

According to police, Lama came to Kathmandu from Kavre to attend the last rites of his close aide, Resham Tamangfather. Tamang has also been taken into custody. Superintendent of Police Kadar Dhakal at Metropolitan Police Crime Division, said Lama was taking shelter in the house.

Four mobile phone sets and some documents were confiscated from the duo. Police said no arms and ammunition were found in their possession. Lama had a long history in the erstwhile Communist Party of Nepal-Maoist Centre. He was the chairperson of the culture wing of the party. He had filed candidacy from Kathmandu-6 on behalf of the party in the first constituent assembly polls, but had lost in the election. Later, he had joined the Chand-led party.

Police had been searching for him as one of the perpetrators involved in the February 22 Nakkhu blast, in which one person was killed. Police are preparing to charge Lama with homicide and offence against the state. He has been handed over to Metropolitan Police Range, Lalitpur for further investigation. Lama was in the ‘most wanted& list of Nepal Police for his involvement in four criminal offences, according to SP Dhakal.

The government, on March 12, had banned the Chand-led CPN following a series of explosions that took place in Kathmandu valley and other public places across the country. Since then eight cadres of the Chand-led outfit have been killed. Three cadres were killed in police firing in Bhojpur and Sarlahi, while five were killed in separate incidents after the bombs they were planning to plant went off accidentally. One policeman was shot dead by the Chand-led CPN cadres and one other was killed in a blast by the outfit.

Nepal Communist Party (NCP) appointed incharge and co-incharge of 77 districts and six metropolitan cities today.

Of the 77 districts, former CPN-UML leaders will lead 44 districts, whereas former CPN-Maoist Centre leaders will lead 33 districts. Of the six metropolitan cities, former UML leaders will lead four metropolitan cities, and former CPN-MC leaders will lead the remaining two metropolis. The party, however, is yet to form 147-member politburo.

Partycentral secretariat meeting has not chosen any co-incharge for 21 districts, including metropolitan cities.

Incumbent and former ministers, chief ministers, mayors, and chairs of the parliamentary committees are among the incharge and co-incharge appointed by the party. While many districts are without co-incharge, some districts have up to ten co-Incharge.

Siraha has 10 co-incharge, including former minister Jay Shankar Nayak. Dhanusha, Kathmandu and Dang have nine co-Incharges, each.

Chief Minister of Karnali Mahendra Bahadur Shahi has been appointed as Incharge of the party in Kalikot. The House of Representatives Whip Shanta Chaudhary has been appointed as co-incharge of Dang, along with eight other co-incharge. Chair of the parliamentary Women, Child, Senior Citizen and Social Welfare Committee Niru Devi Pal has been appointed as co-incharge of Kanchanpur, along with four other co-incharge.

Another Chair of the parliamentary State Directives, Policy and Liability Implementation, Monitoring and Evaluation Joint Committee Niru Devi Jairu has been appointed as co-Incharge of Daleldhura district.

Minister of Communication and Information Technology Gokul Baskota has been named district Incharge of Kavre.

The NCP has appointed six Incharge in six metropolitan cities of the country, but has not appointed any co-incharge. Mayor of Bharatpur Metropolitan City Renu Dahal has been appointed as the incharge of the metropolis.

Many of the former district Incharge of both the former parties have once again been entrusted with the same responsibility in the new party, but there are some who have not got any responsibility in the party.

Many candidates aspiring for the posts are unhappy with the appointment and they have accused the senior leaders of the party of appointing the ones who were close to them. Spokesperson for the party Narayan Kaji Shrestha told mediapersons that the party was in the process of completing the remaining work of its unification.

&We have finalised incharge and co-incharge of the districts today,& he said, adding that the partycentral secretariat meeting on Tuesday would declare the department heads of the party.

The party had already decided to form 32 departments. The former CPN-UML will get 18 departments, whereas former CPN-MC will head 14 departments. The party has yet to decide the chief of school (training) department.

The Commission for the Investigation of Abuse of Authority caught 200 persons red-handed with the bribe money they received from service-seekers in fiscal 2018-19 compared to 154 in fiscal 2017-18.

It is the highest number of arrests made by the anti-graft body in a year. According to the CIAA, it conducted 142 sting operations in 2018- 19 leading to arrest and prosecution of 200 persons. Of them, 161 were government employees while the others were elected/nominated office-bearers and middlemen. Of the government employees booked by the CIAA on graft charges, 63 were from the administration, 53 from technical field, 33 from Nepal Police and two from community schools.

The arrestees are from office assistants to special class officers.

The CIAA conducted 27 sting operations in the agencies under the Ministry of Home Affairs, 26 under the Ministry of Federal Affairs and General Administration, 22 under the Ministry of Land Management, Cooperatives and Poverty Alleviation, 11 under the Ministry of Forests and Environment, nine under the Ministry of Energy, Water Resources and Irrigation, eight under the Ministry of Education, Science and Technology, seven each under the Ministry of Physical Infrastructure and Transport and the Ministry of Law, Justice and Parliamentary Affairs, five under the Ministry of Finance, four under the Ministry of Industry, Commerce and Supplies, three each under the Ministry of Agriculture and Livestock Development and the Ministry of Health and Population and nine under other ministries and the anti-graft body itself.

Government employees caught in the act of receiving cash in bribe range from junior officer to joint secretary.

Persons involved in bribery were charged under sub-section (1) of section 3 of the Prevention of Corruption Act, in the case of government employees, while others working as their accomplices faced action as per sub-section (2) of section 3 of the same law.

The anti-graft body said one person was arrested with bribe on an average of 2.07 working days during the fiscal 2018-19.

&The CIAA has stepped up sting operation by strengthening its information analysis unit to pursue reform, transparency and good governance in the public service sector of the government,& said a report published by the anti-graft body yesterday.

Increasing involvement of government employees in bribery cases every year indicates that the CIAA should be more vigilant to curb corruption and bribery in the public sector, it stated.

The report also referred to a recent study on the ‘Status of Corruption and Good Governance in Nepal, 2019& conducted by the CIAA on measures to be taken against corruption in government offices. The study has stressed the need to incorporate the subjects of good governance and anti-corruption into school and university curriculum. If these subjects are included in the curriculum, the country can produce capable and honest human resources in future. It will also help instil a sense of integrity and accountability in citizens.

Indian national held for swindling Rs 6.57m out of youths

KATHMANDU: A man has been arrested on the charge of swindling Rs 6.57 million out of foreign job aspirants on the pretext of sending them for lucrative jobs and greener pasture in Malta of Europe, Metropolitan Crime Division (MCD) said in a statement.

Issuing the press statement today, MCD said, Rahul Pandey (23) of Gautam Buddha Nagar in Uttar Pradesh State of India, currently residing in Sinamangal area of KMC-9, was arrested from Teku area, on Friday.

Earlier, Pandey had targeted youths and assured them of sending to Europe from a local consultancy, VV International Pvt Ltd. He then collected Rs 6.57 million from youths as visa processing fee and security deposit before issuing them fake Malta visas, according to the statement.

However, Dawa Sherpa, the consultancy owner, filed a complaint against Pandey at the MCD. Subsequently, a sleuth deployed for the division nabbed the conman from Teku and made him public today.

The suspect has been sent to Metropolitan Police Range, Kathmandu, for further investigation and action today itself, reads the statement.

Meanwhile, an investigation into the case was underway, police said.

Law prohibits mechanical modification of vehicles to increase exhaust sound

Motorcyclists, who enjoy revving up engines on the streets, have added to noise pollution in Kathmandu valley, but traffic police are least concerned about this nuisance.

Traffic police have effectively enforced the ban on honking in Kathmandu valley, but it seems that they are reluctant to take action against motorcyclists who get the silencers of their bikes mechanically modified and contribute to increasing noise pollution in the capital.

The number of youths using fancy bikes has increased in recent years. Some fancy bikes have factory-made brutal exhaust sound, but some motorcyclists get the silencers of their motorbikes modified for loud exhaust sound.

Motor Vehicle and Transport Management Act strictly prohibits any mechanical modification of vehicles to increase exhaust sound or for any other purposes.

In June 2017, Metropolitan Traffic Police Division had decided to take action against mechanically modified vehicles, but, many youths are still riding such motorbikes openly on the roads of Kathmandu valley.

Spokesperson for MTPD Superintendent of Police Rabi Kumar Poudel claimed that they were taking action against bikers using manipulated exhaust sound on a regular basis.

However, MTPD has no official record of those who faced the music for manipulating the exhaust sound of their bikes.

Head of MTPD SSP Basant Kumar Pant said, &Although we have not started any crack down on such motorists, we have not turned a blind eye to this problem either. Pant also said that in most of the cases excessive noise was the result of revving up the engine for which we could not take any legal action.

& We can take action if a motorist has mechanically modified the silencer,& he added.

MTPD booked 30,027 persons for needless honking till February end this year.

Of the 3,539,518 vehicles registered in the country, 71.5 per cent are motorbikes.

A total number of 2,530,722 bikes were registered with the Department of Transport Management as of mid-March this year.
