The government in Province 3, and the two metropolises in the valley — Kathmandu and Lalitpur — have signed a deal with Sajha Yatayat, a cooperative public transportation organisation, on operating electric buses inside the valley.

Mayor Bidhya Sundar Shakya of Kathmandu and his Lalitpur counterpart Charibabu Maharjan, and Sajha Yatayat Chairperson Kanakmani Dixit signed the deal in the presence of Chief Minister Dormani Poudel and provincial minister for financial affairs and plan Kailash Prasad Dhungel.

On the occasion, the provincial government handed a cheque of 300 million rupees to Dixit to purchase the required vehicles.

Besides, the deal also has it that Kathmandu and Lalitpur metropolis will provide Rs 100 million and 25 million rupees to the cooperative for vehicle procurement. Sajha itself will invest 25 million rupees in the project.

All in all, Sajha will buy 30 electric vehicles by spending 450 million rupees.

In return of their investment, Kathmandu and Lalitpur metropolis will receive share ownership.

Speaking during the deal-signing today, CM Poudel predicted that the coming age will be the age of electric vehicles. &There is no option to electric vehicles now,& he said, adding the provincial government is corresponding with Nepal Electricity Authority regarding putting up required charging stations for the vehicles.

On the same occasion today, the two metropolis handed over 20 euro-4 vehicles to Sajha. The buses have started operating on different routes in the valley.

Piles of garbage have once again started accumulating on the streets of Kathmandu as frustrated locals residing around Sisdol landfill site at Okharpauwa of Nuwakot district have been obstructing the movement of waste carrying vehicles to the site for more than a week.

The Sisdol landfill site was leased by the government 14 years ago, on June 2005. The government had signed a two years& contract with the locals as part of temporary solution to the waste management of Kathmandu valley. Locals, who now feel betrayed by the government, have come forward with a new demand that it should legally acquire their land.

Locals have said that the original landfill site proposed in the area was of around 600 square metres. &The area grew larger and larger with each passing year, so the government started acquiring public and guthi land to address the ever growing waste management problem,& said Sameer Balami, a local activist. &With this, the locals were also compelled to lease their land to the government after their land was surrounded by the mountain of garbage.&

Balami said, &The landfill site has covered additional two kilometres of the land.&

The locals on realising that they can no longer utilise their land have demanded the government to buy their land as per the market price.

They clashed with the police deployed from Metropolitan Police Range, Kathmandu, yesterday as they halted vehicular movement to the landfill site. Police had to baton charge and fire tear gas to disperse the locals.

Today, dozens of locals of Sisdol met Bidhya Sundar Shakya, mayor of Kathmandu Metropolitan City, to discuss their problem. Agitated locals warned the mayor that they will continue with the obstruction of the vehicles carrying waste to the dumping site if their demands were not fulfilled.

Locals have been demanding that the government needed to buy 42 to 50 ropany of private land, rendered useless by the dumping site. These land belongs to around 150 households.

&We do not care if the government manages the valleywaste in Tudhikhel or Singhadurbar.

But we won&t allow it to dispose the waste in our land until the government buys it,& said Gyanendra Prakash Gajurel, coordinator of the talks team formed by the locals. Responding to their concern the mayor said, &I will try my best to address yours demand soon.&

Following talks with the mayor, the locals have agreed to halt their protest for 15 days to let the local body carry out a study for acquiring the land. &If the government fails to address our demand within 15 days, we will be compelled to halt the vehicular moment completely,& locals warned.

It is estimated that KMC and various private organisations transport around 1,000 tonnes of garbage to the Sisdol site each day. KMC alone generates 30 per cent of the waste.

The government had bought 792 ropani land, two kilometres south from the existing Sisdol landfill site to build a permanent landfill site in 2007. Infrastructure work at the new site has been gaining momentum in the past few months.

Lawmakers today said lesbian, gay, bisexual,transgender, intersex and queer (LGBTIQ) people should be given opportunities in civil service, police service and military service.

As per the Civil Servant Act, only males and females can serve the nation. The Federal Civil Servant Bill that has been registered in the Parliament also does not mention LGBTIQ people when it comes to government jobs.

During a discussion at the Parliamentary State Affairs and Good Governance Committee on the Federal Civil Servant Bill, the lawmakers stressed that the bill should be in line with the spirit of the constitution that has guaranteed equal rights for LGBTIQ people.

Nepali Congress Lawmaker Dilendra Prasad Badu urged the government and Minister of Federal Affairs and General Administration Lal Babu Pandit to seriously consider the issue. &Why can&t people from LGBTIQ get entry into the civil service?& he questioned.

&The bill should address these concerns.&

Neither the government recognises LGBTIQ groups nor thereany provision for reservation for them when it comes to government jobs.

Rastriya Janata Party-Nepal Lawmaker Raj Kishor Yadav said the bill should also include people from third gender.

&What if they want to serve the nation?& he questioned, adding, &We can&t prohibit them from entering the government service,& said Yadav.

Badu added that since the constitution has recognised them and they have also acquired citizenship certificates or passports they should not be prohibited from joining the civil service.

&Otherwise, they might move to the court for their rights,& he said.

Article 18 of the constitution states that the state shall not discriminate citizens on the grounds of origin, religion, race, caste, tribe, sex, economic condition, language, religion, ideology or on other grounds.

The House committeeChair Shashi Shrestha said it was a serious issue requiring more discussion before reaching a conclusion.

Pinky Gurung, president of the Blue Diamond Society, told THT that they should not be discriminated on the grounds of sex.

&The constitution has recognised us. There are also other laws for us. But we need a job for living.

The government has not allocated quotas or recognised us in the government service,& Gurung said.

KATHMANDU: The Supreme Court refused to issue stay order against the Federal Public Service Commissionjob advertisement that seeks to recruit over 9,000 employees in 515 local levels.

A division bench of justices Hari Krishna Karki and Ananda Mohan Bhattarai refused to issue stay order in response to a public interest litigation case filed separately by advocates Jagadev Chaudhary and Bikas Thakur.

The bench observed that the Federal Public Service Commission had opened job vacancies as provincial public service commissions had not been formed in the provinces. The Supreme Court also observed that the Federal Public Service Commissionallocation of reservation quotas was in line with the Civil Service Act.

&More than 400,000 people have applied for open competition, and around 150,000 people have applied for reservation quotas.

It will not be appropriate to issue an interim order as it will deprive these applicants of their right to compete for the jobs,& the Supreme Court observed in its order.
