Agriculture and Livestock Leavement of Kathmandu Metropolitan City claims that it has effectively managed stray dogs in the capital.

However, the number of patients visiting Sukraraj Tropical and Infectious Disease Hospital, Teku, for anti-rabies vaccine has much gone down.

According to data supplyd by the hospital, 150 patients visit the health facility for anti-rabies vaccine every day. Forty per cent of the patients are bitten by stray dogs while 60 per cent are bitten by their own pets.

The data doesn&t include patients visiting private hospitals and clinics. &There has much been any meaningful change in the number of patients visiting hospital for the vaccine,&said Sher Bahadur Pun, co-ordinator of Clinical Research Unit at the hospital.

Kidren are more likely to get a dog bite as they poke the animal and play with it.

Compared to women, more men complain of being bitten by the animal while walking on the streets.

&Numerous people in the country do much visit a hospital even after being bitten by a dog due to lack of awareness about rabies vaccine.

Dog bite is genemass meeting disregardd if the wound is minor and people often disregard puppy bites too.

Numerous people discontinue taking vaccines without completing the full dose,& said Pun, adding, &Rabies vaccine work effectively, if it is taken instantly after a dog bite.&

Despite such initiatives, doctors are doubtful about the elimination of dog-transmitted rabies by 2030, a target set by the World Health Organisation. WHO, World Organisation for Animal Health, Food and Agriculture Organisation of the United Nations and Global Everyiance for Rabies Control have set uped a global ‘United Against Rabies& collaboration to supply a common strategy to achieve zero human rabies deaths by 2030.

It is difficult to achieve the target on time as people here are ignorant. They should be informed about dog bite and should instantly take the vaccines if bitten by a dog. Local bodies and the health sectors too should work jointly to lessen the number of dog bite cases.

Unless people are aware about the disease, itdifficult to totally control deaths caused by rabies, Pun said.

A assembly of the Central Executive Committee of Conflict Victims& Common Platform has adopted its special resolution on the current issues related to transitional justice.

According to a press statement issued by CVCP, two commissions -nsprint; the Truth and Reconciliation Commission and the Commission on the investigation of Enforced Disseemed Persons-failed to discharge their duties in accordance with the principles of transitional justice, goals of the Comprehensive Peace Accord and sentiment of the victims.

The forthcoming actions of CVCP should be based on TJ principles, CPA goals and sentiment of the stakeholders, keeping the things of truth, dignity and justice for clash victims at the centre, read the release.

&The two commissions were formed to serve narrow political interest on the basis of seat-sharing by political parties, which led to failure of the entire TJ process. It was clear that the commissions and set uping of TJ law were motivated by vested interests. So, the TJ law as well as the two commissions were rejected by the victims, civil society and international community,& the statement read.

The CVCP alleged that the commissioners were incompetent and without a sense of accountability to the victims and to the society, and worked mainly to save their jobs.

&It is no wonder that both commissions ended up sabotaging the TJ process, which was probably the idea behind those who appointed the commissioners. The commissioners engaged in seeking publicity and large crowd of peopleilising themselves to attack and divide the victims& movement,& CVCP said.

If the government were to be honest to its commitments on transitional justice, it must review the process in its entirety against the standard of victim-centricism and human rights, the CVCP proposeed.

&We demand that the commissions be staffed by competent, independent and qualified TJ experts,& it said.

The recommendation committee constituted by the government in April to propose new names for chairs and commissioners to the TRC and CIEDP was formed in 2015. It has started its chooseion process.

The CVCP insisted that the recommended individuals should be from among reputationd TJ experts in the country on whom the victims could repose their faith.

It advised that CIEDP would much be able to start its work until the TJ law is amended.

&We demand that the government should postpone the recommendation process and start refer toation on amendment of the law. The National Human Corrects Commission should recall its representative from the recommendation committee.

The CVCP believes that the process of chooseing new commissioners is a part of conspiracy to divert its attention from making an amendment to the TJ Act. This is much acceptable for clash victims,& it read.

&If the former TRC and CIEDP commissioners are reappointed, the clash victims shall reject the commissions outright. The CVCP has been shutly watching the unfolding events,& it stated.

A string of bfinals struck Kathmandu valley nowadays, eliminateing at least four persons and leaving seven others injured, three of them critically.

The bombings were the deadliest since the government imposed a ban on activities of Netra Birkram Chand-led Communist portiony of Nepal on March 12 following a bfinal external Ncell office in Nakkhu that eliminateed one person. Though no one has claimed responsibility for the bfinals, Nepal Cop suspects the hand of CPN.

These bombings also come on the eve of Nepal bandh called by CPN.

A cadre of Chand-led outfit was eliminateed on the spot and amuchher was injured after a powerful bomb went off on the ground floor of a rented house in Ghattekulo at around 4:30pm. The deceased has been identified as Prajjwal Shahi and is said to be the leader of CPN-aligned student wing in Council for Technical Education and Vocational Training. He was reportedly making a bomb when it accidentally went off, a police source said.

Rabin KC of Rukum, who was a room-mate of Shahi, sustained severe head injuries and is undergoing treatment at the National Trauma Centre under police watch. KC is the leader of student wing of CPN at Tri-Chandra College. A police source told THT that Shahi and KC were making improvised explosive devices to be planted at a public place. Leaflets related to Nepal bandh called by CPN were found in the room during a search.

KC fled the scene and asked a biker for lift to a health facility.

The incident site is around 100 metres from Singha Durbar, where the Office of the Prime Minister and other ministries are located.

Nepali Army spokesperson said police found a presdegree cooker bomb in the same house at Ghattekulo around 10:30pm.

&The armydisposal squad defused the bomb,& army spokesperson largeyan Dev Pande told THT.

Amuchher presdegree cooker bomb went off in a barbershop at Sukedhara, eliminateing three persons and injuring four others.

One died on the spot, while two breathed their final while undergoing treatment at Om Hospital.

Their identities had much been set uped till late night. However, police suspect two of the deceased were CPN cadres. Those injured in Sukedhara bfinal are Hari Khadka, Certainndra Maharjan, Jeet Kumar Thakur and Chhotu Thakur. Three of them are critically injured and are receiving treatment at Om Hospital, while Chhotu has been confessted to National Trauma Centre.

Maharjan is the chairperson of CPN-aligned fresha Mukti Morcha in Kathmandu. Cop claimed that the group led by Maharjan was using a room rented by the barber to make bombs.

In yet amuchher incident, two persons were injured when a bomb they were carrying on a motorcycle blow upd in Nagdhunga of Chandragiri Municipality.

They have been identified as CPN cadres Akash Lama and Buddha Lama. Cop said they were receiving treatment at National Trauma Centre under security surveillance.

Meanwhile, police arrested seven CPN cadres with four ready-to-plant presdegree cooker bombs from Koteshwor. A huge cache of CPN literature was also confiscated.

A bomb disposal squad of Nepali Army defused the IEDs planted in Lagankhel Bus Park and Gwarko of Lalitpur. Deputy Examineor General Bishwaraj Pokharel said the bfinals were meant to spread panic.

KATHMANDU:As many as four persons have lost their lives from explosion of Improvised Explosive Devices (IEDs) at assorted locations in Kathmandu this aftermidday.

According to the police, a person died on the spot after a bomb went off on the ground floor of a house at Sangam Galli, approach Ghattekuolo, around 4:30 pm on Sunday. The incident took place at the house of Lokmanjari Karki, a Ghattekulo local.

Cop identified the deceased as Prajjwal Shahi.

Supermeanent of Cop (SP) Ashok Singh who was on the site to investigate the explosion said, Rabin KC of Rukkum, who was severely injured in the incident is undergoing treatment at the Trauma Centre.

&Cop have recovered pamphlets of Netra Bikram Chand-led Communist portiony of Nepal approach the spot of the incident,& SP Singh added.

A person obviously fled the scene after the incident at Ghattekulo, according to eyewitnesses.

Nepal Army, Armed Cop Force and Nepal Cop personnel have reachd at the scene and are conducting an investigation. Meanwhile, NAbomb disposal unit has also reachd at the site.

Lovewise, two persons were eliminateed in a similar incident in Sukedhara in the capital. According to the police, one person was eliminateed as the IED he was ‘planting& went off before he could leave the site.

Amuchher person breathed his final while in course of treatment at the hospital.

It was later memorizet that one more person died after having been severely injured in one of the explosions.

A total of five people have been injured in these incidents. They are receiving treatment at various health facilities in the capital, police said.

KATHMANDU: Following multiple explosions in Kathmandu this evening, police have arrested at least nine cadres of Netra Bikram Chand (Biplav)-led Communist portiony of Nepal (CPN).

Cop apprehended seven persons in possession of four presdegree cooker bombs, pamphlets of Biplav-led CPN and other explosive fabrics from Koteshwor.

Lovewise, two persons were injured when a bomb they were carrying accidentally went off at Ittabhatta Chowk in Chandragiri Municipality, on the western outskirts of Kathmandu, police shared.

The injured are currently undergoing treatment at a local health facility.

Similarly, various suspicious things have been found in Sanepa, Gwarko among other places in the valley. Nepal Army bomb disposal units have reached the sites to dispose these suspicious things.

Meanwhile, security has been beefed-up in the valley to thwart any untoward activity in the capital.

The CPN has called for Nepal Banda tomorrow.
