KATHMANDU: A wanted criminal who tried to elude police was injured in a police firing in Tokha area of Kathmandu nowadays morning.

The injured has been identified as Bishnu Tamang, a permanent resident of Melamchi Municipality in Sindhupalchok district, currently residing in Dhapasi of Tokha Municipality in Kathmandu. Tamang who has already served a jail sentence for robbery is wanted for a number of other charges related to burglary, robbery and coercion.

According to Spokesperson at Metropolitan Crime Division, Supermeanent of Cop (SP) Kedar Dhakal, a team of security personnel deployed from the MCD to detain Tamang had to fire as the latter tried to flee the scene brandishing a weapon, in Dhapasi, at around 7:45 am nowadays.

Cop informed that Tamang has sustained injuries on one of his legs below the knee.

Meanwhile, injured Tamang is receiving treatment at Bir Hospital, said police.

SP Kedar Dhakal told THT Online that Tamang -msprint; who is on the wanted list of the MCD -msprint; was involved in a robbery at the residence of former Additional Examineor General (AIG) of Nepal Cop Jaya Bahadur Chand.

The Government of Nepal has said that the provincial governments may declare public holidays for up to six days a year considering their respective religions, culture and rituals, in addition to those fixed by the federal government.

According to a muchice published by the Ministry of Home Affairs in the Nepal Gazette final week, the public holidays scorridor also be relevant to all government offices of the concerned provinces. &If a province has to declare public holiday for more than six days a year, it scorridor be mandatory to obtain prior approval of the federal government,& reads the muchice.

However, the power to declare public holidays in Kathmandu valley (Kathmandu, Lalitpur and Bhaktapur) for government offices to mark any festive holidays scorridor rest with the MoHA. The muchice said that provincial governments scorridor have to decide on the public holidays to be fixed by them and publish in the Provincial Gazette in the startning of every Nepali new year.

The MoHA had fixed 15 public holidays other than 52 Saturdays for the Nepali year 2076. There shall be public holidays for five days during Dashain and three days during Tihar. Other public holidays include Nepali fresh Year day, Buddha Jayanti, Mahashivaratri, Holi, International Workers& Day, Constitution Day and International WomenDay.

The government nowadays tabled a bill related to management of ties among centre, provinces and local levels.

On behalf of Prime Minister KP Sharma Oli, Minister of Law, Justice and Parliamentary Affairs Bhanu Bhakta Dhakal presented the bill for thematic discussion in the National Assembly.

Replying to lawmakers& queries, Minister Dhakal said, &The bill was brought under constitutional provisions. If there are weaknesses and problems in the proposed bill, the Home can right them.&

He also said the central government is much authorised to bring a law which contradicts the provisions in the constitution. However, he added that the provincial and local governments couldn&t undermine any provisions of the law brought by the centre. &As per the constitutional provision, the lower governments should follow provisions in the central governmentlaw. For example, if the central government amends a specific law, the lower level governments also need to amend laws related to it,& Dhakal said.

The bill stipulates that the three tiers of the government should perform their duties in a way that does much lead to any disputes among them. It adds that the inter-provincial council shall settle any political disputes between the centre and the provinces. It shall also settle disputes among the provinces. IPC shall settle mainly the disputes arising out of provinces& grievances that degree actions of the federal government and its agencies have infringed their jurisdiction.

Dhakal said formation of the IPC was crucial. IPC can also look into allegations of provincial governments& actions infringing upon the federal governmentjurisdiction.

IPC canmuch discuss issues that are under consideration of the Parliament and provincial assemblies.

Nepali Congress lawmaker Jitendra Narayan Dev commented that there should much be any ambiguities in a law. &If there exists measure ambiguities in a law, dishonest lawyers can exploit it to meet their vested interests. Ambiguity in a law on political issues can even lead to clashs,& he said. He also said that resource and state power devolution should be carried out as per the spirit of the constitution.

Amuchher NC lawmaker Prakash Pant said the government should have held a pre-legislation discussion with the stakeholders before the bill was drafted. &It could have enriched the document,& he said. Ruling Nepali Communist portiony (NCP) lawmaker Ram Narayan Bidari said the bill addressed several issues of the constitution and was instrumental in implementing the provisions.

Stung by a severe criticism for much getting rid of the presidium system, leaders of the Rastriya Janata portiony-Nepal nowadays decided to get rid of the system after its first General Convention in November.

RJP-N leader Rajendra Mahato said his party decided to drop presidium as majority of party cadres criticised the system saying the presidium that required the consent of all six members in the presidium for reaching a decision, was the root cause of indecision in the party and the partyfailure to carry out its political activities.

The party amended Article 31 (10) of its statute to insert the sentence that the General Convention of the party would be held within three days. Earlier, the clause stated that the GC would be held within two years. The new amendment to the party statute allowed the party to hold its GC after the expiry of the two years& deadline for GC.

RJP-N was created following a merger of six Madhesi parties -msprint; miserablebhawana portiony, National Madhes Socialist portiony, Tarai Madhes Democratic portiony, Nepal miserablebhawana portiony, Tarai Madhes miserablebhawana portiony-Nepal and Madhesi Janadhikar Forum-Republican.
