The Central Investigation Bureau of Nepal Police has arrested a person for allegedly stealing information and pin codes from debit/credit cards inserted into ATM machines and using the information to withdraw cash.
According to CIB, Raju Kumar Pandey, 33, of Bara district was held from his rented house in Shankhamul, Kathmandu, yesterday. Superintendent of Police Deepak Regmi said Pandey had colluded with Romanian nationals to withdraw more than two million rupees from various ATM booths of Rastriya Banijya Bank in Kathmandu.
&Our investigation shows that Pandey came into contact with three Romanian nationals, who are members of international ATM skimming fraud racket, in Thamel and stole debit/credit card information of bank customers before withdrawing cash,& he said. Pandey and the Romanian nationals distributed the cash withdrawn from ATM booths in an unauthorised manner among themselves equally. CIB suspected that the foreign racketeers had already managed to flee Nepal.
As many as 12 debit cards of several persons, two plain debit cards, two mobile phone sets, two laptops, a motorcycle and Rs 686,000 in cash have been confiscated from Pandey. ATM skimming involves stealing information from debit cards by secretly installing an unauthorised card reading device with a hidden camera in ATM machines to record personal identification numbers entered into the keypad. The racketeers then make duplicate cards using the information and drain cash from ATMs.
CIB has arrested 24 persons, including six Nepalis, four Romanians, four Turkish, four Bulgarians, two Indians and four Moldovans so far, for their involvement in ATM fraud. Around Rs 9.56 million was seized from those arrested.

Chair of Federal Council of Samajwadi Party Nepal Baburam Bhattarai warned Prime Minister KP Sharma Oli against the governmentarrogance of two-thirds majority in the Parliament.
Speaking in the House of Representatives on the Appropriation Bill today, former prime minister Bhattarai said that Prime Minister Oli should take the issue of Kathmandu residents& protest against the Guthi Bill seriously.
Citing the downfall of the leftist force that had ruled in West Bengal of India for 34 years and also the downfall of communist regime in USSR, Bhattarai warned the PM not to show arrogance of the thumping majority of the Nepal Communist Party (NCP) in the Parliament. He warned that the governmentparliamentary strength might not last longer.
Bhattarai said Nepal Media Council Bill, Security Council Bill, National Human Rights Bill, Guthi Bill, and job adverts announced by the Public Service Commission were in contravention of the constitution. &Those bills and job adverts, therefore, should be withdrawn,& he added.
&The constitution should be amended to correct the boundaries of the provinces as per agreement with the Samajwadi Party Nepal, but there was no indication of such thing in the governmentpolicies and programmes,& Bhattarai said.
Meanwhile, Bhattarai also accused the government of moving ahead with a unitary mindset.

The Ministry of Federal Affairs and General Administration has issued a circular to all 753 local levels, requesting them to incorporate activities related to ‘Campaign Year Against Gender-Based Violence& into their policies and programmes for fiscal 2019-20.
The Council of Ministers on May 20 had decided to observe 2019 as the ‘Campaign Year Against Gender-Based Violence&. The theme of the campaign is &End of Gender Discrimination: Destination of Prosperous Nepal&&. Local Level Coordination Section of the MoFAGA said local levels were urged to incorporate campaign related activities into their policies and programs, in response to a letter from the Ministry of Women, Children and Senior Citizens.
According to a recent report of Nepal Health Sector Support Programme, gender-based violence cuts across caste, ethnicity, class, and socio-economic status and is prevalent in all geographical settings, in different forms and magnitudes. Large number of women and children in Nepal experience gender-based violence resulting in physical, sexual and psychological damage of the victims. The Nepal Demographic and Health Survey-2016 found that more than 22 per cent women above 15 years of age experienced physical violence, 26 per cent of married women experienced spousal violence, either physical, sexual or emotional, and 66 per cent never told anyone about their experiences or sought help.
Gender-based violence includes acts that inflict physical, mental or sexual harm or suffering, threats of such acts, coercion and other deprivations of liberty. It is intricately linked with gender norms and unequal power relations in society, violence against women and girls being one of the manifestations of these inequities.
A report by WomenRehabilitation Centre shows that women are more prone to domestic violence as 65 per cent of total gender-based violence against women were perpetrated by their family members. Over 53 per cent of domestic violence against women was committed by husbands. The NGO said it recorded 1,749 VAW cases last year. Nepal Police record shows that a total of 1,480 rape and attempted rape cases were reported last year.
