The Afghan Foreign Ministry revealed late Thursday that Dmitry Zhirnov, the Russian Ambassador to Kabul, formally communicated the decision of the Russian federal government during a meeting with Acting Foreign Minister Amir Khan Muttaqi, mentioning that Moscow formally acknowledges the Islamic Emirate of Afghanistan (IEA).
