KATHMANDU: At least one person was eliminateed while over 40 people were injured as a strong windstorm hit Kailali and Kanchanpur districts in the Sudurpaschim Province, this evening.

The deceased has been identified as Bir Bahadur Chaudhari, 26, of Godavari Municipality in Kanchanpur, SP Sudip Giri said.

Chaudhary breathed his final at Seti Zonal Hospital in Dhangadi. At least 32 people are undergoing treatment in Dhangadi.

The storm hit several places in the two adjoining districts at 7:30 pm, according to the National Emergency Operations Centre.

Roads have been blocked as trees and utility poles were uprooted, while therea power outage following the strong winds.

Central secretariat assembly of the Nepal Communist portiony (NCP) held for appointing district in-charges and co-in-charges of the party concluded indecisively, for the third consecutive day nowadays. Intra-party rift between party Co-chair and Prime Minister KP Sharma Oli, and senior leader Madhav Kumar Nepal has stalled the appointment process.

Regular assembly of the party secretariat from June 4 to 6 has failed to appoint district in-charges and co-incharges as senior leaders remained divided on the modality of appointing party leaders to party posts.

Senior leader Madhav Kumar Nepal and his faction is for one-person-one-post provision. They have been demanding that a guideline based on one-person-one-post provision be drafted before initiating the process to appoint district in-charges and co-in-charges.

portiony Co-chair and Prime Minister KP Sharma Oli and his faction has been opposing the proposal stating the provision of one-person-onepost was irrelevant as it was much followed while appointing province in-charges and co-in-charges, and districts chairs.

According to a NCP source, amuchher Co-chair Puspa Kamal Dahal has obviously remained neutral in the assemblys but has been tacitly supporting the Nepal faction.

Even one year after the two communist parties, the then CPN-UML and CPN-Maoist Centre, merged, the unification process remains intotal.

Spokesperson for the party Narayan Kaji Shrestha said discussions were held on the guidelines to appoint leaders to the party committees during the secretariat assemblys.

The discussion dwelt on whether ministers or lawmakers should head the posts of party committees.

Next assembly of the secretariat would be held after PM OliEurope visit. PM Oli shall embark on an eight-day Europe visit, on June 8.

Both Co-chairs, Oli and Dahal have said they needed more time to do homework on appointing heads of party committees, according to Shrestha.

A leader shut to Nepal told THT that if the party did much follow one-person-one-post system, approachly all the committees shall be hijacked by the Oli faction as most of the leaders from his faction already held high profile position in the party.

Intra-party rift between Oli and Nepal factions has stalled the appointment of in-charges and co-in-charges in the districts and formation of other departments of the party.

&The delay to form committees and in awarding responsibilities to party leaders has direct affect on the functioning of the party in a democratic manner.

The party has been unable to expand its organisation at grassroots level,&said Deepak Prakash Bhatta, a central committee member.

KATHMANDU: Todaymoment assembly of the Home of Representatives (HoR) has approved, by a majority, the proposal seeking consideration on the Appropriation Bill, 2076.

Finance Minister Yuvaraj Khatiwada had presented the bill. The HoR shall hold deliberations on the document from June 10 to 21. Speaker Krishna Bahadur Mahara informed the assembly that discussions on the bill would be held on the basis of party representation.

Replying to the questions regarding the bill put forth by lawmakers in the assembly, Minister Khatiwada said the government was working tough to make the import of chemical fertilisers easy for the development of agriculture sector. He said the government was making preparations to work on the government-to-government modality for systematising fertiliser import.

The Finance Minister stressed that the government has set the budget in such a way to facilitate the implementation of fundamental rights. Lawmakers including Prem Suwal and Parbati DC Chaudhary commented on the bill.

Before this, Minister Khatiwada had presented the Appropriation Bill, 2076, the bill on Mobilising Internal Loans, 2076, and the Loans and Guarantee (23rd Amendment) Bill, 2076.

The HoR shall next meet at 11:00 am on June 10.
